Alex Postlethwaite has been part of the street works and highways industry for over 25 years and has a wealth of experience across the sector having worked for Councils on the street- permit- and traffic-authority side, as well as the highway authority (highways maintenance). He has also worked with contractors for statutory undertakers and provided traffic management experience to smaller works promoters and organisations planning and promoting events on the public highway
Working for both highway authorities and works promoters has given him a particular insight into the pressures faced by both sides of the industry and this has helped shape his overall outlook on street works, permitting, network management and coordination, and has meant he is exceptionally well qualified to advise on processes and good practice.
The past ten years has seen Alex write, develop and implement TMA permit schemes across the country in both urban and rural environments. For local authorities who have been running permit schemes for a while, he has written evaluation reports, undertaken full service reviews and scheme audits to ensure the authority is optimising their approach to their scheme and ensuring they are fulfilling their Network Management Duty.
With the more recent introduction of Lane Rental, he has undertaken scoping work for authorities looking at LR options.
Alex works out of the West Midlands, and continues to provide high quality technical consultancy to a many organisations working on or managing the public highway. This covers everything from writing reports, extracting and analyzing performance data, undertaking service reviews, gazetteer maintenance and training on all elements of NRSWA and TMA (including coordination and networks management practice, temporary traffic management, site safety, materials and the Specification for Reinstatement of Highways), developing and managing works programs with contractors, submitting permit applications or dealing with licenses under the Highways Act.
Alex has many years’ experience in delivering high quality improvements to the street works and highways industry for local authorities, statutory undertakers and contractors. His key areas of expertise are all aspects of the New Roads and Street Works Act and the Traffic Management Act
